The spelling is "tacaño". If they call you that, they are saying you are as the charles Dickens' character Ebenezer Scrooge.

Sounds like you mean tacaño. Tacaño means someone is a tightwad, stingy, doesn't like to spend money, or share it. The elbow in the palm thing is a standard way of indicating that a person is a cheapskate or a tightwad. In Mexico they also say that a person is "codo." Codo literally means elbow.
