Are you asking about the process of ordination? or are you asking a moral question about how such a person could be permitted to become a Christian minister on the basis of her sexuality?
If it is the former, then the process for ordaining any minister - male, female, lesbian, gay, or straight - is the same. You undertake the prescribed course of study in a seminary recognised by a particular church and follow the steps required for ordination.
If you are asking a moral question, the answer is that many lesbian ministers are ordained and they make excellent ministers. Their personal lives - in so far as what they do in bed - has no bearing at all on their ability to conduct a ministry. If anything, it makes them more compassionate to the marginalised - to whom the Christian message is supposed to be directed anyway - because they are or have been so often marginalised themselves.
The Uniting Church is particularly receptive to the ordination of women and my mother is friends with a Uniting Church minister in Australia who is a lesbian. She also happens to sit on the their Synod and is one of their foremost theologians and commentators on social justice.
I don't believe in any of the Christian message but I do find the obsession with people's sexuality by Christians unnecessary and intrusive. It also reduces a person to only what happens in bed between consenting adults, without any understanding or recognition of the diversity created by your God or the personal value such individuals add to your churches.

I would say that the Bible doesn't give a set of codified laws regarding the internal structure of the Church. This is a matter of personal opinions loosely backed up by scripture without a definitive answer.
Edit: To add to my answer. Can a liar become a Christian minister? Can a hypocrite become a Christian minister? Can a thief become a Christian minister? Can a pedophile become a Christian minister?

A Lesbian should not be a Christian Minister. Common sense will tell You that. It is contradicting to the doctrine. A minister of the Holy Kingdom must deny He/Her self and to give totally to the ministering of their ministry. Either You are with the world or the Holy Kingdom.
I am not against Lesbian or Homosexual here. You can be a Christian but not doing things pertaining to the teaching of the doctrine. For if we hurt one brother because of this, we have sin against Him. No matter how much you desire to be a minister, I beg you to refrain, for the Kingdom sake.
We already have enough problems regarding Gay marriage and many brothers have been trouble, whether they are young in Christ or are not open minded it is irrelevant, we must not shake their faith.

Well ask this then: Why did Lot (peace be upon him) go to Soddom and Gomorrah? Where does the term Sodomy originate from? Does Lot (peace be upon him) appear in any verses of Holy Bible? If you claim to be Christian should you obey God's words? If you are Christian and prayed behind someone (you doubt is following your religion) would your prayer count? Do you consider Lesbians to be the same as Homosexual (i.e same sex partner: man & man, woman & woman) as we are taught Equality

There are a couple of heretical churches out there that are accepting lesbians as ministers. It is not acceptabe.
