Is this still a commonly used expression?

Yes, it is still used in UK as a description of someone who is absent minded, pensive, or so absorbed in their own thoughts that they are unaware of their surroundings or where they are going.
Examples: "He (or she) had his/her head in the clouds and failed to notice the danger ahead"
"Mary is finding difficulty with her work as she is easily distracted and has her head in the clouds during lessons".

No that expression was used a long time ago. Other expressions-"The lights are on but nobodies home" "Clueless" or, as one person mentioned "Space Cadet" have been more recent versions meaning basically the same thing.
