depends on what you mean by evil, if you mean evil in terms of politics then it would be george bush or osama bin laden depend on what side of the political spectrum you're on. If you are an environmentalist then evil people would be the people who head the corporation of oil, steel, paper etc. If you are a person who is against child sex then evil would be a pedophile. It all depends on what you mean by "most evil person" imo since it can change on what values a person has and which one weighs more then the other.
I can't think of any person that would be considered the most evil =/ since evil is a point of view lol.

The average person ~ the one who takes no interest in anything beyond their possessions, the gossip magazines or the latest computer game, when just by putting in as much time to community service, politics or getting involved as they do on their mobile phone they could make so much difference in the world.

It would be so east to say Bush, but bin laden is there too but, I haven't seen any awful things coming from him in recent times so I better stick with Bush, Close second might be John Howard however...... He does seem a rather big jerk.
