I'm in Air Force ROTC and the simple answer is no for the Air Force, you cannot be in the Army National Guard and be in Air Force ROTC @ the same time, and the same thing for Air National Guard.

For the first two years of ROTC you could.
But you have a military commitment starting the summer before you start the ROTC advanced class's.
Why not just enlist in the Air Guard or Air Force reserve ?
With the SMP program, you would be paid as an E-5 in the Guard or Reserve.
And be non deployable while you are taking ROTC.

Guard is subject to activation, regardless of status in school. ROTC however, is not subject to activation. Furthermore in ROTC as soon as you accept money from them, you incur an obligation.
if you are not accepting money( the first two years if you don't get a full scholarship) then you could , technically be in both, although if you were activated, that takes precedence over all else.
best bet is to choose one or the Other.
