The pipeline from Russia was shut down when the Soviet Union collapsed in 1991. The North Koreans had to scramble and move a lot of coal to their power generating stations to use as fuel for generating electricity. It didn't work. There's a classic satellite photo of the Korean peninsula which shows only a few lights in and around Pyongyang, while South Korea is lit up like a Christmas display. The nuclear reactor at Yongbyon was supposed to close that energy gap. But, it's an ME-250 graphite-cooled reactor. Just like the one which sat at Chernobyl in the Ukraine.
Their people are starving. Even the elite military guards at the Pamunjon Truce Site are beginning to look like members of the Nicole Richie anorexia club. They saw the aftermath of Libya's Khadaffi giving up his nuclear ambitions. Aid and contracts flowed in to Tripoli. If Kim Jung Il didn't follow suit, he would have spent a lot of time looking over his shoulder to see if some general was going to put a bullet into that head below the brillo pad hairdo. Even the most ardent worshiper of Kim's late father has come to realize that "Ju Che" (Self Reliance) is a charade when the country doesn't have the materials and resources to practice such an economic philosphy.

Disarming, where did you hear that? North Korea has a very large standing army and the most fortified border on the planet, perhaps you've heard of the DMZ?
North Korea is dismantling their nuclear program, due to sanctions and the possibility of more sanctions.
The economy of North Korea is best described as in terminal decline, with out aid from surrounding nations the country would collapse. Which is a situation that needs to be avoided, because as bad as their government is, no government would lead to massive uncontrolled weapons and technology transfer to rouge nations.

North Korea is the crappiest nation on the face of the planet, do you think they can afford any more economic sanctions? No, and the Chonger could be wising up to that. Not to mention, the US doesn't need to have a full war to defeat North Korea, a couple of B-2s could fly in, obliterate all nuclear and ICBM facilities and leave.
Not to mention, Dubyas almost out of office, if I was in his shoes I'd be tieing up my axis of evil with a couple of grandeous F-you North Korea and Iran.

They can't afford the sanctions. With all the things going wrong in China with the lead paint incidents, Korea is next to snap up the market and they don't want to lose the opportunity, so they're avoiding sanctions at all costs.
