when he gets home from work, he takes off his belt and shirt in front of his 2 daughters and wife, but not direclty in front of them to block the tv, but to the side.
Also at night, i have walked into his room and have seen him in his tidy-widy underwear all spread out. He enjoys walking around the house like this also. is this normal??

Yea it is normal. My dad does that in front of me but that is when he wants to sleel.

it don't see anything wrong with him doing that when he gets home from work. i think a lot of people do that as a sort of relief that their home where they can relax and forget the stress of the workday. does he stare at you & your sister and act weird when he does it? or does he just look relieved? about him in his undies in his own room, that's completly okay, it is his own space and if you can't do that there where can you do it? it's not life he's naked which would not be good at all. but this does seem to bother you, and this is worth discussing with your mother. i'm sure you will feel more comfortable after that.

This is not sexual.
Walking around the house in his drawers is also not sexual.
Consider getting him a soft light-weight robe for his birthday, and a heavier one for Christmas.

these are not sexual acts. your dad is rude. he doesnt have the respect or common sense not to walk around the house that way when he's daughters are home. maybe you should tell your mom that it makes u uncomfortable and she can talk to your dad about it

if he is only taking off his shirt and belt i don't see what the problem is. if he is in his room he should feel comfortable to lay around as he wishes and anyone who enters the room should knock. if he was walking around his daughters as% naked that's one thing but he seems to just want to relax and get comfortable.

this is pretty normal, as long as he doesnt make any type of sexual advances towards you or takes his underpants off in front of you or the girls.
