Usually, there is no problem doing this. I have kept quails (chinese painted 'button' quails) in mixed aviaries for 11 years and have never had a whisper of a problem. This included with budgies.
Like someone else said though, it depends on the individual, as well as their environment. Some people do have problems. And budgies in particular can be very aggressive. So keep a close eye on them.
Also with quails, note they can be very vicious towards each other, sometimes fighting to the death. This usually happens if you keep a few females with more than one male. The males will fight each other. They may even seem to get along fine for a long time, but I have found it is usually just a matter of time. Females can be aggressive too, to both males and females, but that is a lot rarer.
So if you can, have a few females with only -one- male, or keep males together with no females.

I don't know about all quail species, but I know that king quails certainly get along with budgies. I have two of my own living in a 3m W x 2m H x 2m D aviary along with ten budgies. They live happily together. Previously I had eighteen budgies living with a pair of king quails, which had a clutch of seven & still the budgies did not touch any of the other birds. However, king quails, in my opinion, should live in an aviary. That's just my opinion. All day a quail either searches for food & explores it's home, or takes a dust bath LOL. I don't think a quail would really thrive in a smaller cage, they may survive, but not thrive. Also, quails should live in pairs. Preferably a pair of females, or a male-female pair. Male-female pairs will probably lay eggs & hatch chicks. But a pair of males will often fight (to the death, even) for territory. Good luck! *Chance*

I have had quails, budgies and cockatiels all together and they were fine. Except for the fact that the cockatiels attacked the quail hatchlings. But budgies and quails are fine together, we have them like that for years and years. Good luck with your aviary!

Yes, the quail will stay on the floor and the budgies will do their thing; there's no conflict. I've done it before.

Of course! you will find that they will eat all of the spilt seed and things... make sure to put a feed bowl down low though and rember that they can actually fly! :O you can put cockatiels in with them... possibly some finches but it's not recommended
