I know most people dispute information online. I want to do it over the phone, I know it can be done because I've heard of people being able to do so, I just cant figure out how. I don't want to talk to a machine either.

You can not and should not. You want to do this in writing and some even do it Certified return receipt requested just to show the steps taken if the bureaus do not respond.

I think there are fax numbers listed that you can fax over the info but I would not trust that to get the attention you want.

You have to file the dispute in writing. Why do you want to waste your time just to talk to a person? It will not expedite anything, no matter what the problem or how urgent you think it is.

The system is that you file the dispute. The credit bureau contacts the creditor and waits 30 days for the creditor's response. If the creditor doesn't respond, it gets removed.

I'm pretty sure your disputes must be in writing - either a letter or posted to their website.
