What is caused of ferrite (%Fe) to occur in the weld seam?

Not sure what your implying by the presence of ferrite within a weld seam!

But common welding techniques (mig, stick, tig) generate a lot of heat at the weld zone, melting filler and zone metals together. I guess you already know melting metal changes its composition and annealing retempers the metal.

Heat sensitive alloys and tight fitting fab items may be welded with extremely low heat from pulsed welding apps, submerged apps, or laser welding.

Depends on what metals you are welding.
