Is it unusual not getting license plates on a brand new car after 10 weeks?
I know of two armenian men who got 2 brand new MERCEDES and after 10 weeks NO license plates?
Can this be reported to the DMV or police?
It is very unusual......... Tell me please.

The dealership usually sets it up when you buy the car, they mail a notice to pick them up in about a month at the latest. Maybe they are special order plates, who knows?

just go to the DMV and tell them that you havent got the license plates yet. There is no need to report to the police. Its a DMV thing.

BTW: Armenians always buy the cool cars, you have to admit. I am 100% Armenian.

How is it your business? If they are driving around illegally eventually a cop will notice and ticket them.
