If you are referring only to infrared LEDs (sometimes used for focusing) --- the answer would be NO.
Infrared light is invisible to human eyes. Try using a TV remote in a dark room. To an IR receiver, it looks like a flashlight, but it does nothing for human eyes.
Most digital cameras however have other sources of visible light. Rear screen, flash, red-eye reduction lights, "go" lights and status lights.

As long as the LEDS only produce infrared light, the answer is no, they wouldn't see it lighting up.
If the LEDS produce both visible and infrared light, then it would be visible.
It looks like these are infrared LEDs, but you need to know a few things:
1) the images will be in B&W if it's dark and you're using infrared.
2) they're out of stock
3) it's generally illegal to video people in a private area without their consent or some kind of notice.

I would think because of the diffused residual outsource but on the other hand it would be a double filter with maybe slightly different tints, could cause the pic to become even darker than without the infer-ed lens

I really do not think that it will light up. Even if it did, the light wouldn't effect the developing pictures in the darkroom anyway.
