Unfortuately...the people didn't pay taxes on the land...and after a fair Auction...If nooone bids on the land...it becomes part of the city, township, county..or state. In order.
So if the city thinks it's abandoned....then it goes to townnship or county....If nooooone bids on it to pay the taxes...then it is the State property... That blue tape and crap takes years if the deceased is without a will.

The word 'transferred' has thrown me on your question.
Somebody has already answered with the 'who's title' issue so I will answer it ignoring the word transferred in the belief that you mean 'What type of land is used for urban development? Sorry if I am wrong.
Agricultural land - when farming ceases to provide a wage because the soil is so contaminated and over worked with heavy machinery, it is often sold for housing development.
Traditional farming is dying their children and others often go into large industrial monocrop farms (which are still profitable) or some now are going into niche farms such as organic.
As the traditional farming dies out, the older generations sell off their farms (or die) and again this often becomes prime property for urban development.
Private land - Even back gardens are divided up into plots and sold off for further housing development.
Green belt land - is the next land your local council is going to build on. Usually social housing or a part social/private so low cost housing scheme.
Reclaimed brown field sites - Even though there are massive problems with contamination and its removal. Including filled landfill sites.
Flood plains - yep these, stupidly are used in housing development.
Everywhere. There is a housing need so there is also a need for the infrastructure so urban development keeps on sprawling across the countryside. More roads, more cars, more people, more single people households, more pensioners.
All types of land get used for urban development.

I am not quite sure what you mean by this question. transferred meaning used as? Generally speaking, those areas classified as 'alienable and disposable' are the type of land for urban use.
