I personally don't think you can undermix biscuit dough.
As long as you use the correct amount of water a couple stirs to moisten the dough... you're set. You don't even need to knead.

It's really difficult to mess up biscuits.

Little air pockets with lumps of dry flour will be in your biscuits.

I think that's one of those things you're better off having a few lumps in. You over mix, and they won't be light and fluffy, you can "overwork" them.

If you under-mix ,you will end up with not so nice crumple biscuits ,meaning all the ingredients will not be mixed through and they will just fall apart.
