I don't understand your question, but the police and FBI are two totally separate entities. Police are accountable to your local government (city or town) and the FBI is accountable to the federal government (the USA). Likewise they deal with different degrees of criminal activity. There are MANY other federal law enforcement agencies out there too, the FBI is just the one that gets the most publicity.

I don't understand your question.
The FBI, like many government enforcement agencies, hav a very narrow spectrum of crimes they can investigate and arrest for. The FBI is one, as is ATF and others!
Perhaps you are looking at the Justice dept.
