LOL That's nice, so now, the troops are responsible for the incompetent politicians in Iraq according to some? Where does the responsibility end for the troops?

He was insinuating that the violence is down, but not because of the surge. It is because the local "tribes" got tired of the US military not being able to do their job, so the "tribes" took control of the situation. A typical attempt by a democrat to put a negative spin on something that could be viewed as favorable for Bush or our military.
Schumer is an incompetent boob who should have been kicked off the floor of the Senate for making the comments that he made.
He and his fellow liberal, socialist, democrat boobs are committing political suicide with their insane rantings against the current surge.
I guarantee you will not hear about this in the media, because the media kisses the butts of the progressive liberals.
How dare he insult our military in this manner. Schumer has said some pretty ignorant things lately, but this was a horrible shot at those who have given their lives for the US, those who have served in all branches of the armed forces, and all of their families.
Believe me, people all over this country are outraged over this, and I, for one, will be contacting my representatives and demand that Schumer be charged with treasonous behavior.

The surge is accomplishing it's military goal (as was assumed from the start) but has failed to allow the Iraqis to meet their political goals. Without those goals being met, the surge can not be a sucess. Period. War is simply policy by other means. If you have no coherant policy, the best military strategy in the world won't win the war. Hopefully the Iraqi parliment (just back off vacation) will pass some of the legislation and effect some change, but I'm not holding my breath. They've failed every time up til now.

Who said the troops were responsible? You made that up yourself. The point is that if you want to narrowly define victory in purely military terms, you are being dangerously naive. The insurgents become insurgents due many causes, and if you do not remove those causes, there will continue to be insurgents. Those causes are mainly political - Sunnis believe the Shiites will exact revenge, the Shiites believe the Sunnis want to re-establish power, they all want a garenteed piece of the oil money. There are many other reasons, but most are inherently political and economic. Unless your military strategy is enabling your political objective, it will fail. Hannibal ran rings around Roman forces in Italy, but most of the pennisula wouldn't side with him against Rome. Hence, his brilliant tactics and generalship were moot. Read some history, this happens over, and over again, and we are not immune to it.

Well this is simple, see the surge is working because the troops are there and the violence is dropping, but the surge isn't working because the troops are there and violence is not really dropping because it's all just statistical data that you couldn't really understand, even if I explained it, which I'm not, because we need universal health care, oh look over there, Sen Craig was arrested in a bathroom. See I told you it was easy! LOL

I'm working on running next year what do you think?

The only thing I know about Charles Schumer is that he's one of the most vocal in the Senate on the issue of gun control, along with Senator Feinstein of California. Yet, he has had a concealed weapons permit issued by NYPD for many years. Senator Feinstein, when serving as Mayor of San Francisco, was one of the few to have a concealed weapons permit issued by that city's police department. Schumer making sense instead of trying to pick up cheap political points would be a refreshing change of pace.

He is probably figuring out how he and the Dems can get credit for it if it works. If it fails, they will blame Bush. Typical Lib strategy.
