Probably made by Dr. Pepper as their warehouse brands or licensed by Dr. Pepper, or just enough has been changed so Dr. Pepper can not bring a law suit for pattern violations.
A lot of major brands also make warehouse brands for different companies that is sold under that company's name or that company's store brand.

Yes, I've seen Mr Pibb in the southern states, and Dr pepper up the mid atlantic. Never seen thunder though... pibb is just as good as dr pepper

It is called "Private Label". A similar tasting beverage at a lower cost. The biggest threat to name brands. The products are really quite good.
