i have a friend that married to a foreign guy but still shes using her family name not the family name of the guy. shes in the philippines. can she still travel in U.S even they dont have yet the spousal visa?

If your friend is USA citizen she can travel on her passport and should not have problems entering the USA.
The name on the ticket needs to be the same as in the passport, but that is all.
I do not know how easy it will be go get visa for him, but the name should make no difference.
