Yes, it's possible to pierce any part of your body (that you can reach) by yourself, but it's a really really really bad idea.
First off, you probably don't have access to the right size and type of needle, so the hole would be pretty small and you'd have to deal with that issue (not being able to use regular body piercing jewelry without further injury).
Secondly, infection is almost a definite, because you don't have an autoclave and have no other real way of sterilizing any equiptment you may use. Infections are painful and not too pretty.
Third, you're probably not going to do a good job because you have no clamp and no experience. So it would probably have problems with rejection later on and may be crooked.
Fourth, piercing the tongue is tricky. You have to make sure not to hit the connective tissue under the tongue. It can be difficult even for an experienced professional piercer.
There are tons of other things to consider, and reasons why you shouldn't even think about trying this, but those are the top four I can think of.

it is possible, but you'll be in much much more pain and might get infected because of the unprofessional way of piercing your tongue/belly, if it is possible to do it yourself and not get infected, then everyone wouldnt go and get theirs done by a professional now would they?

A friend of mine pierced her own navel and ended up with a HUGE infection that honestly put her in the hospital on IV antibiotics. It's only about $25 to have someone else do it. Please don't do it yourself, my friend.

of course it's possible but i really wouldn't advise it. you could never do it as fast as a pro could causing it to hurt like hell. not to mention the odds of infection
