You can go to your local animal shelter,pet store,or DNR.Speak to one of the people they'll glady look up the tag number and the pigeons regestration number then with that info they'll find the owners info, and they'll contact him/her on the ware abouts of the pigeon.

Call your local council as they should know who to contact. As it is not a wild bird it should not be diseased so you might want to put it in a plastic bag & freeze it in case it takes a while for someone to get to you....just make sure the bag is well sealed & you put it ON THE BOTTOM of the freezer so if it does "leak" it won't leak onto anything you eat & WASH YOUR HANDS after handling the bird.

Yeah, I know it sounds gross but it could be part of an important research project for something so I would not leave it unprotected in the yard as something else could come & eat it.
