Your question confuses me a bit. Are you company management, and trying to have a meeting on the coat-tails of a conference? If so, two things I think: one, the company PAYS for any food served under those conditions; two, if it is after the conference, who would still want BREAKFAST. Break-fast come before work starts generally.
If you are simply an employee wanting to take advantage of the fact that people are together, and you have no authority to require that people attend your "meeting", then I think perhaps it is a bit presumptuous, but you could just say, "how about we get together at xxx restaurant for a bite to eat after the conference, DUTCH TREAT."
But even so, something sounds fishy here.

I don't find it appropriate to make people get together for a follow up business breakfast and ask them to pay their own way. If you need a follow up meeting to the conference, make it quick and then allow people to go off and make their own choice to eat or not. Otherwise, pay for it.

Kind of stingy to not provide a little coffee and donuts for a breakfast meeting. But, you could just say "you are welcome to meet up with colleagues at XYZ restaurant after the conference" or more casually "we are headed to XYZ restaurant after the conference to grab some breakfast if you'd like to join us"

If you want to get them together, YOU have to pay.
Don't expect people to do anything work-related without minimal compensation... in this case, a friggin' breakfast.
It's a business breakfast: write it off!

If the company won't foot the bill, ask for separate checks when you and the attendees arrive. Chose your place first, because some places refuse to do this for groups.

If you expect people to come you should offer to pay for it. I mean, if I were required to go out to eat for my job I would be pissed if I had to spend money on it when I would be happier eating at home with my family.
