Do you have a copy of the property lines? Is the property she removed it from yours or someone that you know? I would have a copy of the mapped out property lines just in case.

Taking something without permission is stealing.
Simple rule we have here is...

"If its not yours... Don't touch it!"

She did something illegal and would benefit in the long term from some appropriate consequences applied to her now. I would go with the 3 phase natural consequences process -

a good talking to from a cop - a believable authority figure saying "hey that behaviour has strong consequences. The best thing to do is keep your hands to yourself" (just in case she didn't know she was doing something illegal)

Then she needs some restrictions placed on her till she can demonstrate self control and appropriate behaviour for a period of time eg 2 weeks to a month.

Also she will need to appologise to the person she stole from and return the sign (if she still has it) or work to earn money to buy a replacement if it is damaged beyond repair.

and she needs it now before she thinks its OK to steal and get away with it with bigger and more expensive things.

she will get caught later when you cannot protect her if you do not teach her the responsibility and consequences of her choices.
