It looks like Temminck's tragopan during a courtship display. I'm fairly positive that's what it is. It lives in S.E. Asia. There is more info at the links below.

Temminck's tragopan looks good to me. I couldn't concentrate with all the nut-job propoganda though, so I can't be sure.
