It would most definitely be
USA-
unbeaten in all games, and all tournaments in the last 2 years winning the prestigious Algarve cup in 2007, Korea's Peace Queen Cup and all editions of China's Four nation's cup in the past few years. They have to be a virtual lock for at least the semis. Also note the US has never finished below 3rd place in any women's world cup to date. They are in the Group of Death in this tournament with N. Korea(1st tier), Sweden(1st tier), and Nigeria(2nd tier)
Germany-
after starting the year in shockingly poor form at the Algarve cup--they lost all their games except a 3-0 victory over Denmark--they have come back strong and won all their games. The greatest threat to the US's dominance. In this tournament, they face a mildly weak group that includes Japan(2nd tier), England(2nd tier), and Argentina(3rd tier).
North Korea-
Won the Asian women's cup. Currently they are the x-factor of the tournament because few have seen them play, but it is widely known that they are incorporating their hugely talented up-and-coming players to an already talented squad. The only negative is that they are drawn into the group of death of this tournament: Facing USA, Sweden, and Nigeria, with USA their opening opponent. They will most likely come in second in the group and will have to face the likely winner of group A, Germany.
Norway-
With retirements of some players, they have been inconsistent
lately. However, their group is very winnable and they should do well this tournament. It includes Canada (2nd tier), Australia(2nd tier) and Ghana(3rd tier). They've played the USA recently and really pushed them. The USA won 1-0 eventually. It was a very close game, several USA players commented that that Norwegian team was the best team they'd played in the last year. That speaks volumes in my opinion.
Brazil-
Had a brilliant performance in the 2004 olympics, losing out in the finals in dramatic fashion to the USA in overtime. Their flair on the ball is similar to their men's side, but they tend to play dirty at times. Star player Marta is their powerhouse, and is the current FIFA player of the year. Overall, they lack consistency because the chauvinist pigs that run their federation hardly fund them. They face hosts China(1st tier), Denmark(2nd/1st tier), New Zealand(they'll be lucky if they are at -5 goal differential after group play). They will likely blow New Zealand out of the water in their opener, but their next two games will be very close as China will be determined to win their group for the home crowd, and Denmark are also a very strong well-organized team.
China-
They aren't the dominant powers as they once were along with the USA. Many consider this team in a 'rebuilding' phase. A few months ago, they fired their coach and hired the Swedish coach who took Sweden all the way to the 2003 final. She has enjoyed limited success, but has improved over time. The language barrier between players and Coach is a major issue as there is a translator to translate swedish into english and a second to translate english into Chinese. Being the home team, you can't discount them from winning it all.
Those are the most likely to win this tournament
Next would be (in order)
Sweden, Australia, Canada, England, Japan, Denmark, and the remainder of the field is a toss up as none are consistent performers. To tell you the truth, after the top 10, there is a very noticeable drop in quality.
