How would u feel if a guy uve never met came up to u and just said hi and began striking a nice, casual conversation. You would obviously figure he is interested in you. Would this bother u or would it be flattering?the conversation would start something like "hey i like your style in clothes" or something along those lines.

It'd be okay, but as sad as it is, appearance is the first impression, he'd have to be attractive, or it'd awkward.

That is the way most people meet in social situations, although the conversation doesn't usually start with clothes.
