it means that the truth will always come out and if you cant look a person in the eyes it means your lieing

Some people are good liars and some people are terrible liars.
Psychopaths are tremendously great liars because they show no remorse in their eyes or facila expression because they love what they do.
Now on the other hand a normal person with no mental illness will show through their eyes expression and their pupils dilate when they lie.
Psychos can murder you and take a lie deteector test hours later and pass it.
Today what we have for stress test is ranked on a known lie and the known truth.
When a Psychopath makes a honest statement there is no response nor is there when they make a dishonest statement and it confuses the auditor on the lie detector test and therefore they can't prove he is lying nor can they prove he is telling the truth and passes it.

I know a lot of eyes that lie because I know some eyes that lied about what they saw

It is very dificult to control the iris in your eye and it will expand or contract with truth and lies. Magicians use that trick all the time.

If someone smiles with just their mouth, but the area around their eyes is not "happy" looking too, then they are not really happy.

It just means that when people are speaking lies, unless they can mask their emotions real well, their eyes will give them away.
