ECNR means 'Emigration Check Not Required'. To prevent human trafficking and to prevent illiterate migrants crossing international borders falling prey to illegal brokers who cheat them with fake work permits or like documents Indian Government has made it compulsory for certain class of individuals a check that is necessary for crossing border. To what ever destination is immeterial - if you are not a graduate or you are a minor travelling alone you need Emigration Check. If you are a graduate you can contact your passport issuing office show your original certificates and update your status to 'EC Not required' once for all and can travel to any country any time without undergoing Emigration Check at ports.

and get a ecnr not required stamped on your passport. this will solve your problem for once and all.

effective oct 1, 2007 ecnr will not be required for any country whatsover if u r going on a visit/business trip

for fresh passport ECNR is deafult value.
for old ones better get it stampped properly
