It's too bad your birthday is in August and not October. The Norwegian Star would be the ship for you, but it doesnt start doing it's Mexican Riviera runs out of L.A. until September.
Second choice would be Carnival, There are the 3 & 4 night cruises on the Paradise out of Long Beach, 7 night cruises out of Long Beach on the Carnival Pride or a 5 night cruise out of San Diego on the Elation.
Royal Caribbean is your 3rd option With a 7 night cruise out of L.A. on the Vision of the Seas being the best option. Monarch is good too but I'd go with the Paradise first for your stated purpose.

It is going to be your party, and you will pay for it, but I'll give you my ideas.
There are basically four different cruises out of Los Angeles or San Diego to Mexico; a three day (Catalina and Ensenada), a four day (same, but with a sea day), a Cabo, Matzalan, and Puerto Vallarta, and another cruise which goes to Alcupulca is harder to find.
The first factor is time. The three day cruises require you miss two days of a traditional work day (Friday and Monday); the four day ones require you miss five days (Monday through Friday).
A seven day cruise means 5 days off (Sat to Sat or Sun to Sun). If it's possible, and affordable... do it! So know what you and your friends can work with vis-a-vis your employment.
For your age and desires, I totally recommend Carnival. I'm 41 now, but I've been cruising since my 20s. 6 of my 9 cruises have been with Carnival and I'm in love with the line for the value offered. (the other three were on Norweigen, which was OK, Celebrity, which was fantastic, and Royal Olympic which was only exotic. I should note that somebody else paid for those cruises). I'd have booked with Carnival again for my upcoming one but Princess just had way lower fares.
What you are going to get on a Carnival cruise is a very festive event. I don't have a bad word to say about any of their shows, and the midnight ones where the comedians tell dirty jokes are also fun. You'll come back to your cabin to see your towels in animal shapes, and you'll want to request one of the big huge tables in the middle of the dining room for you and your friends. I don't have a bad word to say about Carnvial for their food, other than I tried a few new dishes and just didn't care for them (escargot and lobster bisque are off my menu choices). There is a good reason Carnival is my preferred ship line... they are just plain fun.

If you want to drink and party hardy then a cruise on Carnival is the one for you and just do a 7 or 8 day cruise next time. We did a 7/8 Norwegian Star cruise out of Long Beach a couple years ago to Mexico and it was great. We stopped in Cabo, Puerto Vallarta, and Acapulco. We missed one port because of bad weather
If you want to have a great time, you gotta cruise longer. On the 3 and 4 day cruise its over just when the fun gets good.

You have plenty of options. That sounds like an awesome idea. I think you are headed in the right direction with wanting it to be inexpensive and not to long. That's' definitely the best way to make sure that all the people you want to be there are there. I specialize in group cruises so let me know what your needs are and if you would like a quote. One major thing you should check on is that you MUST be 21 on the first day of your cruise. That is when the ID cards are made. If you are not 21 on the check-in day, you will be treated as under 21 for the entire cruise and not be allowed to drink alcohol on board.
