Since the "secret guide book" can be found over the Internet what secrets could there possible be?
There ARE no secrets, except in the minds of those who like to take little shots at Jehovah's Witnesses, sort of like you are doing here.

There are no secrets, the notes that are there are for guidlines only, as they are the leaders of the flock, the guidelines are to help them in there ministry so that they can feed and shepperd the flock in a more precise and loving manner. what they have to know and do to help those they feed spiritually is just guidelines that is all. we are very priveledged to have such worthy men to take care of Gods people, we stand to benefit from them doing there jobs in the correct way. they are not secrets because we follow those same guidelines, that is what the truth is all about.

All the information in that book is available in other publications. It is just formatted basically for an easier reference for the elders to be able to find the information they need. All the info is also based upon Scripture.

This question seems to be related to the publication "Pay Attention to Yourselves and to All the Flock", a copy of which is provided to each elder of Jehovah's Witnesses.
The publication is not available for general release, but can hardly be described as "secret". The book is a concise outline-form distillation of material available elsewhere, and is almost entirely a compilation of quotes and paraphrases from the bible and past issues of The Watchtower.

Find one that left and ask if you can have thier old books. At the used bookstore I always find old books telling Christians how to convert Muslims. I guess they never got it to work. lol
