Some breeds need to be socialized with children at a VERY young age. The more you socialize him with people and children, he'll be less aggressive towards them.

Dogs are alot like children in a wya that they get jelous of there territoty and "there people:" If your dog feels threatened by the children taking you attention this could provoke it the best thing to do is show the dog that you still notice him by petting him but show him the children will get attention too. Also a lesh will help out alot and it will be safe for the children that way they don't get bit. You must use a very firm voice with your dog when he even makes the slightest aggressive look at the childern you correct it then before he does it it works i promise~!

I have large bulldogs and have had for years. This is something that needs to be dealt with at an early age.
Socialization with children is an action that should be taught from a puppy.
The best thing to do if you must keep this dog and keep the peace is very watchfully introduce discipline to this dog and use a crate to separate him from the child. Only allow him small amounts of time around this child very supervised at that while working with him. This will take huge amounts of time and dedication because of his age. He MUST know what NO means.
Please use much wisdom for the care of the child first, and remember all large breeds like our bulldogs and other terrier breeds are being watched closely right now and laws being passed to remove them from city limits.
Please do not allow this to become a statistic.

Definitely socialize the dog with kids, let him get use to them. Take your dog for walks to the park where kids play. The dog will eventually get use to their size and volume. If your nephew is around again put a short leash on your dog and anytime he does something funny around the children give him a little yank. Your dog will realize he does not like that and will stop snapping at the kids.

Have the kids feed the dog a few treats and play with him. If the female is in heat, your dog will be protective and jealous of anyone paying attention to her. Try to tell the older kids to play gently with the dog, and say no firmly when he get too rough. He is still a puppy himself and is pushing his boundaries, like any other kid. Just be firm but gentle.

The female dog was displaying normal behavior of a dog that has not been spayed. During heat she is going thru physical and tempermental changes and you should understand that.
What you should do is either spay her or keep the children away during that time.
But I highly encourage spaying.
Here are the top 10 reasons to spay from the ASPCA:

i'm able to understand if she become 2 or 3 (regardless of the shown fact that of course i might nonetheless remind her to be delicate), yet at her age childrens are better than able to understanding a thank you to actual manage animals. we've some livestock, as a rule chickens, goats, and dairy cows, and we practice our young babies to understand them basically like they know our greater classic pets (2 canines and a cat). If I have been the petting zoo guy, the lady might've been long previous from the 1st time she picked the goat up that way.

You really can't teach them. Children freak most dogs out. Children move quickly and erratically, Dogs interpret this as aggression. TAlk to the children and explain this to them in terms they will understand. There's not much you can do about the dog, its only acting instinctively.

Training and socialization is the best thing to do here. Ideally, as stated above, it's best to begin proper socilization with children with a young pup. This will take time, persistance and patience on your part to achieve. Is your male neutered? This might help as well.
