Online is probably the best way to go. Shoe.com and Zappos.com has a large selection of size 10 shoes with easy return policies. Also, Nordstroms.com, newport-news.com, victoriasecret.com have a great selection of size 10 shoes available online. Return policies vary.

If she is worried about fit ordering on line, she can get sized at the base or in a local shoe store, before she orders. Then make sure she orders from someone who will take them back if they don't fit
The local shoe stores might also be willing to order for her, also make sure they will take them back.
