People have to stop impulse buying puppies, on the net, in pet stores and from bad breeders.
If people actually put thought into their purchase of a new puppy, researched tons, found good breeders, instead of impulse buying in a pet store or on the web, it would help imensely.
Sadly, we live in a time where it is a "want it, gotta have it now, don't care what happens later" kind of society.
Educating people about puppy mills and the pet stores and web sites they flood with puppies is the only way to at least help with this problem.

If I had the answer to that, it would be in affect already. One thing that would help to put some of the mills out of business would be, it it were required by law that all dogs and cats sold out of pet shops had to be spayed/neutered before they could leave. It will never happen but that would put the brakes on very quickly and would make a very noticable drop in the flood of puppies and kittens yearly that just add to the over population and not to the quality of it's breed.

Continue to educate the public that petstores are NOT a good place to find a family pet.
Keep showing people what puppymills really are.
Encourage GOOD breeders to continue breeding well so there are high quality puppies available (when you tell someone that they'll have to wait 18 mos for a puppy its very hard to convince them not to buy from a petstore or puppyfarm).

Only but pups from reputable breeders, do the home work and check them out. If you do you can tell. Also get dogs and pups from rescues and shelters. Do not buy anything from a pet store who sell puppies ot kittens as that is where there animals come from most of the time. Stores like Pet Co and Pet Smart are fine as there animals come from rescus and state that. Hope that helped and hope we put an end to puppy mills soon.

NEVER buy puppies or supplies from a store that sells puppies. Probably 99% come from puppy mills. If you think you are saving one by buying it another will take it's place ... so the cycle continues.
Educate people on the horrors of puppy mill and emphasize to everyone NEVER TO patronize a store that sells puppies.

I wish I knew!! A few ways to start are to spread the word about it. Never buy puppies from an unregistered breeder. Talk to your local politicians, get petitions signed etc. It's an evil, disgusting thing that people do. We were put on this earth to care for it, not to abuse it!

There are a lot of states that require anyone selling over 1 litter a year to be licensed. contact the dept. of agriculture if you know of a puppy mill, there are stringent criteria to hold a license

That's a good question and a hard one to solve.
About the only thing we can do is not buy from them. If they had no customers, they wouldn't bother to breed.
