Halloween has never been a day of worship for the devil. The Druids, who originally observed it, were actually afraid of evil spirits. Today, especially in the US, it's just a fun holiday that even has some traditions based on Christianity. For example, trick-or-treating is based on Christians going door-to-door collecting for the poor.

There might be some people who worship the devil on Halloween, but most people just have fun, or ignore it, or celebrate it as the eve of All Saints Day.

However the traditional Halloween celebrated by most Americans and 89% of the Peanuts gang is NOT DEVIL WORSHIP.

Even Christmas can be devil worship if you let it. It's more about your intent than it's origins. Now, most holidays are so commercialized that it could be argued they've become idols for some.
