It has to do with 'freedom'. Think of a bird in a cage. If you love the bird, then set it free. If it comes back to you, you have gained a freind. If it flies away, then you have a sense of satisfaction for seeing something in captivity free to soar as as it should. Anyway, if it doesn't come back, then it never was your friend in the first place and only tollerated you because it couldn't get away and had no choice.

The whole saying is, "If you love something, set it free. If it comes back to you, it's yours; it not, it never was."
I also understand this to mean that, when you love a person, you want what's best for them. If what's best is not sharing their life with you, you should let the person go.
I like the alternate version: "If you love something, set it free. If it comes back to you, it's yours; if not, shoot it down and kill it." :-)

I think it means to not hold onto loved things or people too tightly. Then they become something you own, and not something you cherish.
