Touching someone's foot in an adjacent stall is against the law.
Reaching your hand under an occupied stall is against the law, even if it is to pick up a piece of paper (don't know why anyone would want to do that),
These are not serious crimes, ones that just warrant minor fines (which is exactly what happened).
Pleading guilty ends the debate really - words to the wise, never plead guilty without talking to a lawyer.
And just about anyone that leaves their can be guilty of certain conduct and endangerments laws if you look closely enough at them.
