First of all, just having a bachelors degree does not qualify you to be an officer.... That is just one of the many qualifications for a civilian to become an officer. You need to at least have had a 3.1 GPA to be considered and a 3.4 GPA to be competitive. Then they look at what your major was, and if it is applicable to the Navy. You will be interviewed and judged on your moral (police, and drug use) history as well as your medical history.
As far a becoming a Captain.... Assuming that you were selected, Yes you can become the rank of a Captain, which is an O-6. As far as being a Captain of a ship, well if you chose the Engineering path (mechanical) you would never be in command of a ship. You do not neccessarily have to pursue that section though in your application. If you choose to become a Surface Warfare Officer (SWO) you would have the opportunity to become a Commanding Officer (CO) AKA the "Captain". Becoming a CO "Captain" of a Navy Vessel is one of the most prestigious positions that can be held. Thus saying that these positions are reserved for the best and the most qualified out there.
Don't limit yourself in what you want to do. If you are serious about this, then you need to actively pursue it. The longer you wait, the older and more unqualified you become.

Captains are O6s.. not gonna happen, as that is a minimum of 15-20 years excelling as an Officer. Unless you mean Commanding Officers, which are called Captains, of ships. in which case.. nope. still not gonna happen.. minimum O5..12-15 years and LOTS of experience in shipboard duties as a SWO. If by some miracle you are accepted as an Officer candidate, only if your are URL could you end up Commanding a Ship. RL may only eventually command a shore installation.
your degree is not competitive for a slot at OCS. Navy wants High Tech and engineering degrees.
officers are Leaders and managers. enlisted are the day to day operators. your degree will net you advanced paygrade(E3) upon enlistment. Minimum enlisted service is 8 years, 99% of the time the longest initial AD commitment is 6 years, with the vast majority being 4.
Officers incur a different commitment, depending on Designator/Community and any additional training you receive. Anywhere from 3-10 years.

You can not be a commanding officer... of an Aircraft carrier. There is a need for engineering officers. Go talk to an Officer candiate recruiter. They will tell you what you need to know. You will be commisoned as an Ensign. It usually takes 15-20 years to become a Captain. Also realize this the ship chain of command from the top down: Commanding Officer, Executive Officer, Chief Engineer. So even if you are not the captain of the Ship you are the 3rd highest in chain of command. If you want to be a Naval engineer get used to not seeing the sun. Sorry I can't help with more officer info but I am Enlisted.

With a bachelors you can be an officer, but will start at the bottom (o-1, 2nd lieutenant). Captains in the navy are high ranking officers.
Go talk to an Air Force recruiter.
