By blessing the rings, the priest makes them "sacramentals."
A sacramental is an object that is sort of a "touchpoint" for one of the Sacraments. So, the holy water that we Catholics use when we walk into the church is a sacramental of our baptisms, and a blessed Crucifix hanging on our wall is a sacramental of the Holy Eucharist (Christ's Body, broken for us, and His Blood, poured out for us).
For the Sacrament of Marriage, the rings become our sacramentals -- a small reminder of our vows so that we always have that Sacrament before us.

Because it's a sign of a blessing on the marriage itself. In religious ceremonies, not only with the priest bless the rings, but the couple as well after they say their vows. :)

In any church, marriage is a spiritual as well as legal undertaking. Blessing the rings is actually asking God's blessing on the marriage.

Sacramentals include blessings of persons, meals, objects (including water), and places.
The priest blesses the congregation during Mass.
Christians bless their meals. "Bless us O Lord and these thy gifts, ..."
Priests bless water, animals, ships, homes, and even automobiles. "God bless this home and all those who enter here."
