As long as you are doing your job you can get to E-9, though this would be a career effort, if you pass the OCS (Officer Candidate School) you may be able to become an officer. It has been 39 years since I joined so I really don't know w hat affects the tattoos may have but if you do go to OCS you will be paid as an E-5 and even if you wash out you would maintain E-5 status. I regret turning down OCS, E-5 would have paid me $327.50 per month instead of the $78.00 that I was getting (young and dumb)
Your security clearance will be very dependent upon your background, your families background and your position. I was a radio repairman and had a Top Secret Crypto NATO clearance. Everything that I learned plus $1.00 would buy me a cup of coffee today.
Pretty much though you can go as high and as far as you are willing to put the effort in to. Don't expect E-9, work towards it,despite the fact that Vietnam was taking a lot of soldiers rank was still not that easy to obtain but I think that it is much easier nowadays because the service is all volunteer.

E-9. Im 99% sure they wont let you be an officer with visible tattoos (plus you dont have a degree which is a pre-req for being an officer anyways). Other then that your evals while in determine how high you can go as an enlisted person in all branches of the service (though some do it differently, the navy for example is evals and test)
For security level it all realy depends on what is in your background. Family, friends, credit history, neighbors etc etc. I had a couple of things in my juvinile record when i joined the Navy and I had zero problem getting a secret clearance for being on a submarine. My credit wasnt great either (the credit seems to be a more cursory check to make sure you arent bankrupt kind of thing and you are who you say you are)
Do not fret though, you dont want to be an officer. You want to work for a living :P

Rank has nothing to do with age. The amount of time in the Army will impact what rank you can achieve, since there is a minimum time you must serve at each rank. It would be difficult for a 20 year old to be more senior than Sgt, having 3 years or less in the Army (since the earliest you can join is 17).

GEDs and tatts (unless gang related) won't hold you back at all
A misdimeanor may hold up the process in getting a clearance (extra questions asked and such). You shouldn' have any problem obtaining a clearance, hell there are people with felonies who can get a secret
If you're thinking about the kind of clearance where you see aliens and Elvis dancing on the set of the moon landing, forget it. Things like that require you to either be a genius, have a military family background, or know the right people

well this is tough, talk to recruiter take the test asvap and then see where you stand. How can you get a waiver for tat's? The record depends on what you want to do. The ged will only effect you if you let it. If you score high on the test may work out.

The biggest issue is that recruiters are not going to see you as a quality applicant.
Get an ASVAB study guide and spend a couple weeks working on it. You will need high test scores to counterbalance the GED.
As for how far you can go - it is up to you. If you want to make a career then you are going to have to work on a college degree after you finish your training.
In fact - it may be to your benefit to get knock out a semester at a local junior college before you enlist. Having a semester of college will make you a 'quality applicant' and the recruiters will work harder to get you in.

the GED is actually the largest hurdle, as it will limit your job opportunities.
Otherwise, none of the other factors will be a huge issue, except maybe the juevie record, but depending what exactly you were charged with it could also be a non issue. It could limit your ability to get a Clearance.. at first. after a couple of years of good service, you can apply again to get one with a better shot at being approved.

It wont at all in the Army. Unless your tatoos are gang or racially motivated - then you can not join. However, you said you can get a waiver for having so many.. so, they obviously are not. Anyhoot - the Army is desperate, they will not hold you back!
