Muster is an old English word meaning to gather together a regiment, or an army, in a certain place at a specified time to march off to military campaign-eg, a war. Muster returns are records of every man or woman serving in any of the armed forces. In geneology they are very useful because they include practically every physical detail of the soldier, family background, and his/her military record.

The Muster Master counted all persons present, their rank and position and all supplies they used in a month.
He then returned to the General of the Army, this report called:

Militia Muster Act of 1757 refers to recruitment of suitable men to enlist in the event of a requirement to enforce the regular army.Lists were made up from parish's around the country.
If this is what you mean by returns,it is these lists of personnel forwarded for that purpose.
