First of all engineering activity is a very broad term. There are so many different types of engineers' out there. In every engineering field it could be different.
Even in one of the engineering, say , Civil Engineering, depending upon the practice it could be different. If you are designer, or structural engineer then negligence situation is different then site or field engineer or construction engineer. If you are geotechnical engineer than it will be different than sanitary engineer. Highway engineer's negligence situation could be different than bridge engineers. But most of the time during design stage, it depends on client, available budget, time, flexibility of engineer to chose available option, political pressure (in certain project that have gained political or public attention). For construction engineer it could be available resources for reference or support system, contractor's attitude, project schedule, political pressure, etc.
