Hey there.
It not Japanese. Its Filipino. And Tagalog is a dialect in the Philippines. The official language is not Tagalog as mentioned earlier, but its Filipino. Although, it maybe referred to Tagalog, the more acceptable is for it to be referred to as Filipino.

Now the translation:

Hoy Ate! = Its like saying Hey Ate, whereas Ate is in referal to an older sister. In the Philippines, "ate" is used in respect to an older girl, but not necessarily an actual sister. It is used before the name of a person or as is. For example, "Ate Anna" is used to refer to a person older than the person calling out.

Kamusta ka na? = Its direct translation is "How are you?"
"Kamusta?" on its own is also acceptable, but the more complete way of saying "How are you?" is "Kamusta ka na?"
"Kamusta" FYI may also be used in replace of "Hi" or "Hello"

"Ano ang bago?'" = its direct translation is "What is new?"
"Ano" is "what" and "bago" is "new."

Hoy Ate! = Hey, older sister (or any older female)!
Kamusta ka na? = How are you?
Ano ang bago? = What's new?

I can't manage all of it, but can take a stab at two of the phrases:

Hoy ate! Something like "Hey (big) sis/sister!"
Anó ang bago? = "What's new?"

It's Tagalog, a language of the Philippines.

I think the one starting "Kamusta" is "How are you doing?" but not 100% sure.

That took me AGES of searching!
