A company only charges sales tax if they have a brick-and-mortar facility in the state of the buyer. Amazon has very few actual facilities, so in most states they don't charge sales tax. Since Barnes and Noble has stores in most states, barnesandnoble.com charges sales tax in most states.

Amazon DOES collect sales tax! No idea where you get the idea that they don't. Any sale to any state where they have a nexus will attract sales tax and they most certainly DO collect it!

If you live in a state where they don't have a presence they're not required to collect sales tax.
