I heard that it is possible to have a phone line in another country. This phone will answer to a USA phone number and calls will cost the same as a USA local call.

yes, most VoIP providers have that service....I know mine does....I have a virtual toll free number!

Well, it depends on where YOU are from. Some telecom companies in some countries charge you all the airtime that you have used, may it be outgoing or incoming, in some countries, they only charge outgoing calls. So, even if they use phone cards, you will still be charged for that call as regular incoming calls. With regards to the free nights and weekends, yes. They will still register on your bill but it will be found on the "nights" or "weekend" column of your bills. They'll register it but they won't charge you for it as long as it's in the parameters of the "nights and weekends" deal of your plan. They show up there for the sake of record and tally of all your used airtime.

It'll need to be a VOIP service. Traditional phones don't do this.

See if Magic Jack will fit your needs. $40 per year for phone service for a US number and all the calling to the USA you can eat.

Yeah my best friend's husband was a marine in Japan and had a VONAGE phone line which meant we could call him in Japan, but it was totally an american number. Look up VONAGE

Probably you'd use skype in (basically voice over ip and your computer would be the phone).
