Each state is different. Basically, the term "Bounty Hunter" is a misnomer. What they are today is bail enforcement agents. In the old west a price might be placed on someone's head that the law wanted to get their hands on. Those who sought and captured or killed and returned such men were bounty hunters. What we have today are people who were already arrested for a crime and borrowed money to make bail but did not come back for court.

The bail bondsman who put up the money for their bail has the right to find that person and bring him back or hire agents to do it for him. Old federal laws protect the bondsman and his agents to a pretty great extent. They have expanded rights to enter premises etc. more so than the police.

While lots of people including some in law enforcement and politics disapprove of them, little effort is made to change the laws. This is because without the protection these laws provide there would be no one willing to offer bail bonds and people of limited means would never be able to make bond. The accused, their lawyers and the jailers realize how the importance of these agents.

You have to be really stupid if you think it is a good job. It is one step below tow truck driver who cruises parking lots for cars parked 5 minutes over the time.
If you do do it all you need to do is find a bail bondsmen who will throw you some jobs.
If you come to Illinois and snatch a runner the police will be glad to lock your butt up for kidnapping and your bail bondsmen buddy can't legally post your bond. so sad.
