There is also going to be a Kohls built on Calvine, near Calvine high school. The mall that they are building is proposed to be an outdoor mall (like downtown plaza or the folsom outlets). I some of the main anchor stores were going to be JCPenneys, Sears, Macys....stuff like that. You could probably find more info about it if you look on www.sacbee.com.

Chili's is going to be built on Calvine and Elk Grove-Florin near the Bel Air. I'm not sure about Ross. Although I know there is one on E. Stockton Blvd. There will be a mall in Elk Grove soon.
