I own Photoshop Elements 3.0 and, while it does a lot of things, I notice it doesn't have a color balancer or a selective coloring option. Is there some place on the internet that can show me how to get those effects using the tools that are already on Elements? Or, is there a free plug-in that I can download? Any help would be greatly appreciated.

Really color management it's a bit too stripped down in Elements. You can enable the "Full Color Management" in Edit > Color Settings, in order to use Adobe RGB profile, but my advice is to use Elements for its best features and an application like Paint.NET, that is more similar to Photoshop, to do the works that need more accuracy.
