While sharing is a wonderful gesture, there is a very, very fine line when it comes to the last beer. If it were the first beer, yes, offer it to the driver but for one to be worthy of the last beer, that had better be a smoking hot driver! Of course, you could make a deal with the driver that he/she gets the last beer if a prompt trip to get more beer can be made most hastily.

Um, well it depends what time the driver is planning to drive and how many beers he has had already. It's better that the driver doesn't drink AT all, because even below the legal limit of .8 (or whatever it is where you live), you can still be impaired and your judgment is affected.
However, if it's his first or second beer and he doesn't plan on driving for at least 3-4 hours after that, he's probably okay.
Proper etiquette would be to buy the driver a nice non-alcoholic drink and not tempt him/her with alcohol.

yes it is proper etiquette. it is also proper etiquette when giving the driver the last beer to take your seat belt off and use both of your hands to cover the drivers eyes, while they are drinking the last beer, and simultaneously jerk the wheel to the right or left (your preference).

I know you're trying for humor here, whether its funny or not is no big deal, but this reminds me of a beer commercial that kinds of perturbed me. A guy is driving down the road with his girlfriend in the car with him, and a guy with an ax and beer is wants a ride. The woman insists, "he's got an ax!" The guy says, "But he's got bud light!" (or some other beer).... The idea of a guy pining for beer while driving is just a bit disturbing......

I'm really sorry for your loss. I would call the funeral director and ask where the envelopes are. I don't think that they have any right to keep the money or pass it onto the church. I do know that when my mum died and we had the funeral at the church she was married in we were asked to "donate" a certain amount of money to the church. However the money should go to you first. Your mother in law wouldn't have taken the money by any chance? I would definitely be following it up because that money was a gift to you and your children.
