A few rules actually more than one thing

1. Change the Top 35 rule. Keep it in a way, but make it more Top 20. If its Top 20 (or even 15), the top teams are still rewarded for doing well, but the small teams will actually have better odds of making the race, as there are more spots open. Top 35 is just way too inclusive in terms of whos allowed in, and if your a new team, your virturally screwed trying to get into the Top 35 becuase with only 8 (and if a new or bad team has a champ, only 7) spots open

2. Take away some races at certain, and spread out the wealth. That would of course be up to a lot of debate, but if most tracks are given only one date, NASCAR can expand without expanding their schedule. But of course, since the races are so lucritive today, taking one out will seriously piss people off.

3. Allow anyone to sponsor (within the laws of course). If Nextel has a problem with competing celluar services, then I guess your product isnt that good, and your afraid someone else will provide the better product. Exclusive sponsorships suck.

One thing that I would add to the NASCAR schedule is two or three weekends off for the crew and drivers. I think that this would take some of the physical strains of the race off. Granted that it would extend the season a few weeks but maybe the fans would survive.
Second: do away with the green/checkered flag finishes. If a race is nearing the end and the green flag comes out then, stop counting the laps until the caution if over and finish the race like it should....like a race.

For a person to change just one thing in something that needs many changes is a lot to ask.
Get rid of the chase. Very dumb idea.
Get rid of the top 35 being locked in to a race. Very very dumb idea.
Stop throwing so many cautions. Dixie cups shouldn't count as a reason to throw a caution. Someone spining and ends up the right way shouldn't call for a caution as long as he is moving.
Get rid of going to these new tracks 2 times. Once is to many. No cookie cutter track should even be allowed to hold a NASCAR race. Bring the racers back to the south and east where they belong.
Run more Busch races away from the cup guys so they stop stinking up the Busch races.

simple change the chase format, lets face it its a mess, how can you tell me the driver whose is 5th in point over 400 points behind the leader become the points leader after 26 races just because he has 5 wins. The top 12? no go back to ten drivers.

Look I have been a huge fan against the chase for the cup, but as we seen in the last 3 years, mainly 2004, if done right it can produce great exciting races and unbeliveable. but still the best idea of them all, let the championship be decide by 36 races not just the final ten

Make quailifing manditory. The fastest 43 cars race.No provisionals,no top 35 in owners points and NO CHASE.
The driver with the most points at the end of the year wins.
No free rides,if you have a problem in quailifing then be back next week.

It would be cool if NASCAR was broadcast on regular network T.V. That way you could see it anywhere, and more people could get in on the action. Sounds like a party. don't it?

Only one race per track on the ones that are not a sellout and cut out the top 35 being locked in. Let them get in on time or go home.

I see more than a couple of good ideas here, but at the head of the list for me is qualifying. Get rid of this top 35 owner points business. I HATE IT.

The chase format bothers me alot, but I've got to say the "lucky dog" bothers me more. You earn your position in a race, giving somebody a lap back is the antithesis of racing.I abhore that rule.
