Need is sometimes perception. We start making glasses at the quarter diopter stage in most cases. But, someone may think that they do not need glasses even if they have a much higher RX. Some people swear they can not see with out their glasses and have a very tiny prescription. The DMV has what we consider to be very lenient guidelines. So, It depends on what you are actually seeing as an individual and what your perception of what you want to see.

Power of glasses is not the determining factor. What matters is how well you see with and without them and whether you, personally, think that the vision with them is what you prefer.
I have patients with -0.25 who wear their glasses full time and other with -2.00 who only use them to drive. All a matter of personal choice.

Depends what you want to see....do you want to see a fly from a mile away, or are you ok with just seeing things clearly that are near you? I've worn glasses since I was 10, and now all I need are to see highway and street signs clearly from a good distance away...but I don't need to have eagle eyes! =)

I'm not sure about long sighted but short sighted people to legally drive need glasses once the prescription hits -0.25
