so
Rate = 15 / .9833333 = 15.254237 mph

59 minutes is very close to 60 minutes which is an hour. Your average speed was very close to 15 miles per a nearly an hour.

so in 1 min miles covered is 15/59
in 60min miles covered is 15/59*60=15.24miles/hour
